A Assembleia Legislativa do Espírito Santo (ALES) aprovou a autorização para o Governo do Estado contratar um empréstimo internacional de até USD 162,4 milhões (R$ 909 milhões na cotação atual). O valor será obtido junto ao Banco Internacional para Reconstrução e Desenvolvimento (BIRD) e será destinado ao Programa Brasileiro de Gestão de Ativos Rodoviários Proativo, Inclusivo, Seguro e Resiliente.
Programa do Governo visa melhorias de infraestrutura nas rodovias
O objetivo principal do programa, que vem por meio do projeto de Lei (PL) 509/2024, é promover melhorias na infraestrutura rodoviária do Espírito Santo, focando em manutenção, sinalização e redução de congestionamentos. Além disso, o projeto inclui obras de drenagem e limpeza, contribuindo para aumentar a segurança nas rodovias estaduais.

Segundo o presidente da Assembleia Legislativa, deputado Marcelo Santos (Podemos), o empréstimo trará impactos positivos para a população capixaba, melhorando a fluidez do tráfego e fomentando o desenvolvimento econômico. Ele também ressaltou a importância da independência da Casa ao avaliar propostas do Governo, garantindo que o projeto atenda efetivamente às necessidades da população.

Confira as obras previstas no programa
Entre as ações previstas no programa, estão a construção de contornos rodoviários para solucionar gargalos logísticos, a implementação de contratos de manutenção de longo prazo, com duração de até 25 anos, e a criação de infraestrutura de acessibilidade universal em rodovias urbanizadas.

Sendo assim, o investimento total do programa é de USD 203 milhões (R$ 1,13 bilhão), dos quais USD 40,6 milhões virão pelo Governo do Estado como contrapartida. O deputado Tyago Hoffman (PSB), vice-líder do Governo, destacou que o Espírito Santo tem capacidade financeira para realizar o empréstimo, reforçando a confiabilidade e solidez fiscal do estado.
Portanto, com essa aprovação, o Espírito Santo se consolida como um dos poucos estados brasileiros aptos a contratar empréstimos internacionais de grande porte, evidenciando a boa gestão financeira do governo capixaba.
