Agora, tendo em vista a expectativa de reforma do atual Terminal de Carapina, o Secretário da SEMOBI deu declarações sobre as previsões de início dessas reformas em entrevista à CBN Vitória, na última quinta-feira (17).

Sendo assim, originalmente, o projeto previa a construção de uma nova estrutura, mas os altos custos alteraram os planos. Agora, a reforma e ampliação do terminal atual estão confirmadas, com o objetivo de melhorar o fluxo de veículos e pessoas. Segundo Fábio Damasceno, secretário de Mobilidade e Infraestrutura, a decisão de reformar o terminal existente veio após reconsiderar o custo-benefício do projeto inicial.

“Nós já estamos com a empresa contratada. Essa é uma grande vantagem. Lá a gente não precisa esperar desapropriação, nós não vamos esperar projeto, não vamos precisar esperar tempo do processo de licitação, que leva muito tempo. Nós já temos um contrato de reforma e ampliação, que é a reforma inteira dele. Nós devemos começar ainda esse ano”

A princípio, o secretário afirmou que o terminal terá uma reforma completa. Posteriormente, haverá uma expansão para um terreno vizinho de 6.000 metros quadrados, que já está desafetado e pronto para uso. Esta expansão não busca necessariamente aumentar o terminal, mas sim otimizar o uso do espaço existente.
Aumento no valor do terreno foi primordial
Ainda segundo Damasceno, o custo inicial para a desapropriação do novo terreno estava em R$ 21 milhões, mas subiu para R$ 56 milhões, o que levou à revisão do projeto.

“Chegamos a ter a posse daquela área, foi retirada. O governo do Estado chegou a depositar R$ 21 milhões para aquisição daquela área, para desapropriação, e agora tivemos o retorno de perícia, e a desapropriação passou para R$ 56 milhões, totalmente fora do que a gente avaliou, do que a equipe da Secretaria, do que a própria Procuradoria Geral do Estado avaliou como um valor justo para aquela área. Então, de R$ 21 milhões para R$ 56 milhões e com o processo se arrastando há dez anos… A gente não pode mais ficar esperando”

Por fim, o Secretário ainda revelou que essa reforma é uma das várias intervenções planejadas para melhorar a infraestrutura e a mobilidade urbana na região de Carapina, incluindo projetos como o binário Norte e Sul e o novo trevo de Carapina. Estas obras complementares já têm contribuído significativamente para a melhoria do trânsito local.
